CityCounty Insurance Services (CIS), was formed by the League of Oregon Cities and the Association of Oregon Counties to meet the risk management and employee benefit needs of cities, counties and other eligible local governments. The CIS Board of Trustees administers the CIS Trust and the EBS and AOCIT Trusts. CIS provides property/liability and workers‘ compensation programs (CIS Trust) and employee benefits coverage (EBS and AOCIT Trusts). We also offer claims management, legal defense, risk management, loss prevention services and Healthy Benefits.

A 2-Day Force Science Research Center / Force Analysis Seminar Target Audience: Police Officers, Trainers, Supervisors, Investigators, Administrators, Legal Counsel, District Attorneys, Risk Managers Sponsoring Agency: Medford Police Department and City County Insurance Services Instructor: William Lewinski, Ph.D. Course Topics Include: This expanded two day presentation will explore the impacts of stress on human perception and performance in crisis situations. Among other topics, Dr. Lewinski will discuss in depth the visual and auditory anomalies experienced during high risk events, threat recognition and response times, and groundbreaking research on focus and attention during critical incidents. Dr. Lewinski will provide insight into the critical elements of controversial uses of force that are often overlooked at the investigation stage. Dr. Lewinski will also discuss issues related to effective crisis communication as well as little known realities surrounding the thoroughness and accuracy of post-incident memory and recall. This unique program features the latest information on what actions to take to assure the best possible outcome for the public, officers and agencies after a major use of force, including lethal encounters with controversial overtones.
